Isn't it pieces of the old garden? I have a pen made out of the old parquet floor (one of my most prized possessions) with a booklet that discussed this.

The real reason is because there was a lumbar shortage after WW2 and all they had were scraps (shorter pieces of wood). When life hands you scraps, make the greatest court of all time with it!

Yeah, I like the parquet story. However, I have no idea why the Garden was the main place that seemed to have that issue.
