By winning the lottery I mean they get #4 and #8 in a draft were nobody knows who will be the best player. Given there draft history they have a chance to select 2 starters out of this draft. Their odds of getting the best player increased by having 2 picks in the top 8.

Also they have the option of trading those lottery picks for an established player. They have a lot of options.
Not only that, but only one of the teams above them needs a point guard, their biggest need, and the lotto balls helped hurt the Hawks record next year. Good for Atlanta long term, probably, but short term force feeding a rookie minutes because he's the #1 pick will kill their win total next year.
