Question about how a wager would be graded

NBA Future wager - season specials
They have various seeding wagers, for example the LA Lakers to finish seeding 9.5 over/under
My question is... if I bet LA Lakers "OVER 9.5" does that mean they need to finish seeds 10, 11, 12, 13, etc for me to win or 9, 8, 7, 6, 5, etc for me to win?
